You prepare. They authorise.
Janus keeps the person who builds a payroll run apart from the person who releases the money, on every plan, and writes both down. That is the control your clients' auditors want and the arrangement that protects you.
Prepare and authorise are different people.
You build the run
As Payroll Admin in your client's account you maintain employees and compensation, build each run, review the statutory compute for every state, and send it for approval. You cannot approve a run you prepared. Not on any plan, not with any setting.
Your client releases the money
The client's Owner or Finance Admin approves the run and pays employees. Approving and paying require the approver to re-enter their password. Funds move through the licensed payment provider in one batch tied to the run.
Both of you are on record
The activity log names who prepared, who approved, who paid, and when. Your client sees your work; you see their approval. When the tax office or an auditor asks, the answer is already written.
